Chief Executive Officer & Director
Steve Cagle is the CEO and a board member of Clearwater Compliance, assuming the CEO position in May 2018. Mr. Cagle is responsible for leading Clearwater’s strategic growth plan and for management of the company’s overall operations. He has extensive experience leading, innovating, and scaling healthcare and technology businesses, including having guided a number of companies through critical transformation periods.
Formerly, Mr. Cagle was president and CEO of Moberg Pharma North America, a subsidiary of Moberg Pharma AB (OMX:MOB), a publicly traded Swedish pharmaceutical company. Prior to its acquisition by Moberg AB, Mr. Cagle was president and CEO of Alterna LLC, a consumer healthcare products company.
Prior to joining Alterna, Mr. Cagle was a principal and executive team member of Sparta Systems, Inc., a software company that provides enterprise quality and compliance management software to pharmaceutical and medical device companies. During his nine-year tenure with the company, he served in numerous leadership positions including marketing, sales, operations, and product innovation and was responsible for sales and marketing programs, which contributed to Sparta’s leadership position in the pharmaceutical and medical device industries and to its 100-fold sales growth.
Mr. Cagle serves as the executive chairman of CMP Pharma where he has guided its transformation to an institutionally owned specialty pharmaceutical company.
Mr. Cagle holds a Master of Business Administration from New York University’s Leonard N. Stern School of Business and a Bachelor of Science degree in finance from Rutgers Business School in New Brunswick, N.J.
Chief Financial Officer
Baxter Lee is the CFO of Clearwater Compliance, assuming this position in May 2018. Mr. Lee is responsible for all strategic financial planning and accounting for the company. He has extensive financial and operational management experience in healthcare.
Formerly, Mr. Lee was CFO of Entrada Health, a mobile health documentation and productivity platform for healthcare providers that was acquired by NexGen Healthcare, (NASDAQ: NXGN) in 2017. Prior to his role with Entrada, Lee held multiple positions with Change Healthcare (fka Emdeon), a multi-billion dollar healthcare IT company. His positions there included divisional CFO of the Ambulatory and Payer Services divisions as well as director of corporate development, where he focused on mergers and acquisitions as well as corporate strategy across Emdeon’s four operating divisions.
Prior to joining Emdeon, Mr. Lee served as an associate in the Private Equity Group at Harbert Management Corporation and assistant vice president of underwriting in the Healthcare Finance Group at Merrill Lynch Capital.
Mr. Lee graduated with honors from the Executive MBA program at the Owen Graduate School of Management at Vanderbilt University in July 2013. He also holds an undergraduate degree in Business Administration from Washington & Lee University.
Executive Vice President & Chief Operating Officer
Kathy Ebbert is executive vice president and the COO of Clearwater Compliance, a role she assumed in 2011. Ms. Ebbert is responsible for the day-to-day operations of the company as well as the leadership of the Product Innovation, Professional Services, Legal & Compliance, Human Resources and Customer Success organizations. Ms. Ebbert has extensive experience in growing healthcare and financial services companies.
Formerly, Ms. Ebbert was the chief executive officer for Achieve CCA, Inc., a hospital/healthcare system revenue cycle management company based in Louisville, Kentucky.
Prior to joining Achieve CCA, Ms. Ebbert founded and led Ebbert Consulting, which provided strategic planning and tactical operations support for small and start-up healthcare businesses. Ms. Ebbert also served as senior vice president for the Business Technology division of Healthways, Inc., where she led the business engagement, data management and reporting, and quality assurance teams. Prior to that she served as the executive vice president of operations and administration for Evolved Digital Solutions, a provider of healthcare workflow and distribution technology for hospital radiology and cardiology departments. Before joining Evolved Digital Solutions, Ebbert founded Bankers Insurance Group, a developer of innovative commercial insurance products for independent banks. She also served as chief operating officer of Bancsource and president and chief executive officer of iMagic Corporation.
Ms. Ebbert received a Bachelor of Science degree from Middle Tennessee State University.
Senior Vice President & Chief Risk Officer
Jon Moore is an experienced professional with a background in privacy and security law, technology and healthcare. During an eight-year tenure with PricewaterhouseCoopers (PwC), Moore served in multiple roles. He was a leader of the Federal Healthcare Practice, Federal Practice IT Operational Leader, and a member of the Federal Practice’s Operational Leadership Team. Among the major federal clients supported by Moore and his engagements are the National Institute of Standards and Technology (NIST), National Institutes of Health (NIH), Indian Health Service (IHS), Department of Health and Human Services (HHS), U.S. Nuclear Regulatory Commission (NRC), Environmental Protection Agency (EPA), and Administration for Children and Families (ACF).
Moore holds a BA in Economics from Haverford College, a law degree from Penn State University’s Dickinson Law, and an MS in Electronic Commerce from Carnegie Mellon’s School of Computer Science and Tepper School of Business.
Senior Vice President & Chief Business Development Officer
Barry Mathis is the senior vice president and chief business development officer of Clearwater Compliance. Mr. Mathis leads sales and marketing services, driving and shaping growth initiatives in both developed and emerging markets. In this role, Mr. Mathis is responsible for understanding evolving customer requirements, identifying new business opportunities and developing strategic relationships.
Formerly, Mr. Mathis served as vice president of business development for HIVE. There, he had the responsibility for the overall growth of the company. HIVE is a private equity backed healthcare IT company that provides revenue cycle management technology solutions and services to healthcare providers.
Prior to joining HIVE, Mr. Mathis served as president and chief operating officer of Narwhal Capital Management. Narwhal Capital is a privately held wealth management firm with over $500M in assets under management, based in Marietta, Georgia. Prior to joining Narwhal, Mr. Mathis served as the president and chief sales officer of Aspirion Health Resources. Aspirion is a private equity backed healthcare IT company that provides revenue cycle management. And Before Narwhal, Mr. Mathis also served as director of sales and marketing for H.O. Systems Inc. H.O. Systems provided billing and CRM solutions and services for wireless carriers.
Mr. Mathis holds a Bachelor of Science in Business Administration from Samford University.
Jon Stone, MPA, PMP, HCISPP, CRISC
Senior Vice President, Product Innovation
Jon Stone is the senior vice president of product innovation for Clearwater Compliance, and in this role he leads the product innovation and product development for the company.
Formerly, Mr. Stone served in a number of roles at Healthways, Inc. including senior director portfolio and project management where he provided leadership of complex projects, product development, product strategy, and health information management consulting services to healthcare, managed care, and health information technology companies.
Prior to joining Healthways, Mr. Stone, serves as director of project management, as well as director of healthcare quality metrics, both at CIGNA Healthcare.
Mr. Stone has a Master in Public Administration and Health Care Regulatory Policy from the University of Tennessee at Chattanooga. He is certified as a Project Management Professional and has a certification in Project Management for Information Systems from the University of Colorado.
Vice President, Business Development
Dan Pruyn is the vice president of business development at Clearwater, where he leads the day-to-day management of the sales and business development organizations.
Formerly, Mr. Pruyn lead internationally recognized sales and marketing teams at The Wall Street Journal and eMarketer, where he consistently received accolades and industry commendations for his partner-centric approach to forging strategic business relationships.
Mr. Pruyn is a graduate of Louisiana State University with a degree in communications, and The American Music and Dramatic Academy (New York City) where he studied theater.

Bob Chaput, MA, CISSP, HCISPP, CRISC, CIPP/US
Founder & Executive Chairman
Bob Chaput is the Founder and Executive Chairman of the Board of Clearwater Compliance, a top-ranked, award-winning provider of healthcare cyber risk management solutions, endorsed by numerous state hospital associations. As a leading authority on healthcare cybersecurity and enterprise cyber risk management, Chaput has supported hundreds of hospitals and health systems, including Fortune 100 organizations and other federal government institutions, with cyber risk management. Chaput’s certifications include the Certified Information Systems Security Professional (CISSP), Health Care Information Security and Privacy Practitioner (HCISPP), Certified in Risk Information Security Controls (CRISC), and Certified Information Privacy Professional/US (CIPP/US). He is a member of ACHE, CHIME, AEHIS, HIMSS, HCCA, ISC2, HIMSS, ISACA and ISSA. Chaput also serves on the HealthCare’s Most Wired™ Survey Governance Board and was a contributing co-author to an American Society of Healthcare Risk Management (ASHRM) academic textbook on the fundamentals of risk management released in October 2017. Under his leadership, Clearwater was designated 2018’s Best in KLAS for cybersecurity advisory services and ranked Top Compliance and Risk Management Solution by Black Book Market Research in 2017, 2018 and 2019.
Mary Chaput joined the board of directors of Clearwater Compliance in May of 2018.
Formerly, Ms. Chaput and served as Clearwater Compliance’s CFO and Chief Compliance Officer, joining Clearwater in 2012.
Prior to joining Clearwater Compliance, Ms. Chaput served as executive vice president and chief financial officer for the publicly traded global company Healthways, Inc. In her role, she was responsible for the Privacy Rule compliance and is regarded as one of the country’s foremost privacy experts for her knowledge of and practices implemented to comply with PHI privacy and security regulations. While at Healthways, Ms. Chaput led the global finance organization, including acquisitions, legal, treasury activities, accounting and tax planning.
Prior to joining Healthways, Ms. Chaput held the position of vice president and chief financial officer for ClinTrials Research, a public contract research organization conducting clinical trials for pharmaceutical and biotech companies.
Ms. Chaput earned a Bachelor degree in Mathematics from Russell Sage College and an MBA, summa cum laude, from State University of New York, Albany. She is also a graduate of the General Electric Financial Management Program.
George E. Aitken-Davies
George E. Aitken-Davies serves on the board of directors for Clearwater Compliance.
Mr. Aitken-Davies co-founded Altaris. Prior to the formation of Altaris, he held various positions in Merrill Lynch’s private equity and healthcare investment banking groups. Mr. Aitken-Davies received a Masters in Biochemistry from the University of Oxford and investigated the metabolism of bovine prion protein for his research dissertation at the Università di Padova, Italy.
Mr. Aitken-Davies currently serves on the Board of Overseers of the Children’s Hospital of Philadelphia and as a trustee of the Senator Foundation.
Garikai Nyaruwata serves on the board of directors of Clearwater Compliance.
Mr. Nyaruwata is a vice president at Altaris. Prior to joining Altaris, Mr. Nyaruwata was an engagement manager in the private equity and healthcare practices of McKinsey & Company where he completed numerous transaction and corporate strategy engagements. Mr. Nyaruwata received an M.S. in Financial Economics from Oxford University and a B.S. in Economics from The University of Cape Town.
